Certification
The MWBE program is intended to eliminate discrimination against MWBEs with respect to certain contracting opportunities as found in the disparity study.  The MWBE program is intended to provide opportunities for participation by minority-owned and women-owned business enterprises in procurements where it has been demonstrated that there exists material disparities between the availability and the use of minority/women business enterprises. The MWBE program shall be narrowly tailored to address the specific discrimination found, both with respect to the type of contract or procurement in which discrimination has been demonstrated and the race, gender or ethnicity of those subject to discrimination. 
 
 
Certification criteria. A business that desires to be certified by the city as an MWBE shall meet each of the following criteria:
  • Has a physical business address located within the geographical county limits (not a mailing address) and has continuously maintained such physical address for at least six months prior to the time of application for certification.
  • That is at least fifty-one (51) percent owned by a minority or minorities, or a woman or women, or, in the case of a publicly-owned business, at least fifty-one (51) percent of the voting stock of which is owned by minorities or women; and such ownership shall not have been via transfer from a non-minority owner within the past two years;
  • For which the minority ownership exercises actual day-to-day management and control of the business;
  • That is currently doing business;
 
How to Apply for Certification
  • Small Businesses must complete the SBE Certification Application and Submit all required supporting documentation.  Any required documentation not submitted may delay the process of becoming certified with the City.
