Frankel Mayor Community Redevelopment Agency (CRA) The ultimate objective of the CRA is to improve the economic health and quality of life in the redevelopment districts of West Palm Beach. The CRA is a quasi-public agency that operates under Florida State Statue 163 Part III. The agency has many powers at its disposal to spur redevelopment including the ability to acquire and sell property, provide incentives to attract private development, remove blight and issue bonds to fund redevelopment activitiy.
